HIGHLAND COLONY PARKWAY has paid off in a big way for the two government entities and 32 landowners who came together to build it.
Construction started on the $15 million, four-lane divided parkway in summer 1990. The road, which traverses Ridgeland and Madison, was open for traffic in just over a year, and completed in the fall of 1993.
Practical and political problems threatened to derail the project. But the finished product has paid for itself in tax revenues alone, and has exceeded expectations for development.
