A Jackson city ordinance designed to even the playing field for minority-owned businesses seems to be paying off, at least in some areas.
For fiscal years 2010 and 2011, the city of Jackson exceeded its participation goals for African-American business owners in construction and professional services.
However, the city’s 2012 annual report states that the municipality reached fewer of the participation goals in the Asian, Hispanic and female-owned business categories.
