Three years after the city of Jackson received the money to do it, the Fondren streetscape project is still in the design phase.
In 2010, Jackson received a $2 million federal grant to make improvements to sidewalks and other pedestrian features in the Fondren business district.
The project has been delayed because of changes in the project which are being put in to improve drainage, said Public Works Director Dan Gaillet.
Rainbow closed recently because of flooding caused by heavy storms.
