
IF JOHN MCGOWAN had his way, Two Lakes would have been finished 15 years ago and development along the project would be thriving.
Instead, engineers are about to begin a new feasibility study, this time on the One Lake project, a scaled-back version of McGowan’s original plan. The study will cost around $1.8 million.
