MADISON COUNTY and the city of Madison disagree about whether the county’s 2005 contribution agreements with two public improvement districts (PIDs) are legal.
If the agreements are legal, taxpayers will likely be on the hook for millions of dollars per year until PID landowners start paying their assessments – or until the PIDs fail to reimburse the county and the county can opt out of the agreements.
