Jackson has entered into a federally-mandated consent decree to make $400 million in upgrades to its dilapidated sewer system. You can blame (or commend) the Environmental Protection Agency (EPA) and the U.S. Department of Justice for that.
The cost comes out to more than $6,100 per home or business owner.
