A date has been set for an information session and public hearing on NCL Waste’s plans to construct a third landfill in Madison County.
MDEQ will hold a public information session followed by a public hearing at Tougaloo College in the Holmes Hall Auditorium on Thursday, September 26, with the information session beginning at 6 p.m. and the public hearing at 7 p.m.
NCL Waste, LLC, has submitted environmental permit applications to the Mississippi Department of Environmental Quality (MDEQ) for the proposed development and operation of a new municipal solid waste landfill.
The 166-acre property is located at 2858 North County Line Rd. near Ridgeland, with approximately 89 acres projected to be designated for disposal area.
Ridgeland Mayor Gene McGee and the city’s board of aldermen have been vocal about opposing a third landfill in the county.
According to McGee, there are 18 active solid waste landfills in the state. No county has more than one landfill, except Madison County.
Madison County currently has two: Little Dixie, off of North County Line Road, and the sanitary landfill just south of Canton.
The Little Dixie landfill serves 30 central Mississippi counties. It also takes garbage from Tennessee, Louisiana, Arkansas and Alabama.
MDEQ reports say that the Little Dixie landfill has approximately 12 years of remaining capacity, and the Canton landfill has 125 years of remaining capacity.
“The city of Ridgeland, and Madison too, most of our solid waste doesn’t even go to the landfill here in service now,” McGee said to the Sun.
He said most of the solid waste going into both landfills is coming from outside of the area.
McGee has said the landfill would pose many environmental problems for the area. However, he said the full effects of the landfill may not be known for another 50 to 100 years after its creation.
The city has written letters to the Army Corps of Engineers and MDEQ in opposition to the proposed landfill, in addition to signing a resolution speaking out against it.
NCL Waste, LLC, submitted applications for the following permits: a solid waste management permit for the operation of the proposed municipal solid waste landfill; a National Pollutant Discharge Elimination System (NPDES) permit for storm water runoff; a wastewater pretreatment permit for the discharge of leachate to a permitted wastewater treatment facility; an Air Permit to Construct air emission equipment; a Title V air permit for the operation of air emission equipment; and a water quality certification regarding impacts to waters of the state and wetlands.
According to MDEQ, the proposed solid waste permit would authorize the construction and operation of a landfill, which would accept and dispose of various nonhazardous solid wastes from residential, commercial, industrial, institutional and other sources within an approved service area.
Anyone who wishes to comment on or object to the draft permits may submit comments either while attending the public hearing or via email to Trent Jones at email@example.com, no later than September 26, which is the end of the 30-day public comment period.
All comments will be part of the Permit Board file, which will contribute to its final decision.
The Permit Board, created by Mississippi law to issue or deny environmental protection permits “to control or prevent the release of contaminants into the air and waters of the state.”
According to MDEQ, the board is composed of the Chief of the Bureau of Environmental Health within the State Department of Health; the Director of the Department of Wildlife, Fisheries and Parks; the Director of the Office of Land and Water Resources within MDEQ; the Supervisor of the State Oil and Gas Board; the Director of the Department of Marine Resources; the Director of Geology within MDEQ; and the Commissioner of Agriculture and Commerce or their respective designees.
