A project to widen, straighten and clean debris from Eubanks Creek from State Street to Old Canton Road inched forward.
The Jackson City Council authorized the mayor to execute a memorandum of understanding with the Mississippi Department of Finance and Administration regarding the project.
House Bill 1353, which was passed during the 2022 regular legislative session, included $500,000 for the project.
District 64 Rep. Shanda Yates said the project is a “great step toward addressing Eubanks Creek flooding issues. I know those who live around the creek will be happy to finally see some efforts aimed at addressing the problem.”
House Bill 1353 specified that the city is required to submit an executed memorandum of understanding and other documents governing the project to the Mississippi Department of Finance and Administration.
The city must maintain the project funds in a separate bank account and provide quarterly notarized reports to the Department of Finance and Administration about the expenditure of the funds and an update on the status of the project.
The city is also required to maintain copies of all invoices, bank statements and similar documentation for each expenditure related to the project that will “satisfy and confirm” to the Department of Finance and Administration’s satisfaction that the funds have been spent solely for the costs of the project.
If any of the project funds remain at the completion of the project, the city is supposed to notify and consult with the Department of Finance and Administration about the disposition of the funds.
The project funds must be spent within 36 months from when received from the Department of Finance and Administration.
